KC approves Three Light subsidy in exchange for affordable housing

Three votes opposing the incentive ordinance were cast by council members Alissia Canady, Dan Fowler and Kathryn Shields, who said they thought the negotiated terms were still too generous and did not go far enough to protect the city’s general fund.
