Report Regarding Possible Acquisition

In response to an inquiry by the Korea Exchange, on August 24, 2007, Woori Finance Holdings Co., Ltd. (the “Company”) reported that the Company is in discussions with MBK Partners, the largest shareholder of Hanmi Capital, for the possible acquisition of Hanmi Capital as part of the Company’s strategy to enter the consumer financing industry. No definitive plans have been reached as of August 24, 2007, and the Company plans to update its disclosure by November 23, 2007 (or sooner if there are any definitive decisions or actions prior to such date).
